As we move through February 2026, the River District (East Fraser Lands) is entering its most transformative phase yet. While the neighborhood has already welcomed over 5,000 residents, the skyline is currently being reshaped by a mix of “above-grade” engineering and a massive increase in housing density.

Whether you are a current resident or looking to buy into this 130-acre master-planned community, here is the official 2026 update on what is rising now and what is coming next.

1. Under Construction: The Skyline Builders

Currently, construction is focused on density and high-end amenities within the Town Centre and Waterfront precincts.

Harlin (Wesgroup): This 30-storey tower is a centerpiece of 2026 construction. Located at 8633 River District Crossing, it features 334 strata homes and over 22,000 sq. ft. of amenity space, including a massive rooftop lounge. Estimated Completion: January 2028.

Parcel 19.1 (Mass Timber Hybrid): Setting a new benchmark for sustainable living, this project has been approved to increase from 18 to 26 storeys. It utilizes innovative mass timber construction for environmentally conscious building.

Fynn: Now complete and move-in ready, Fynn has added much-needed purpose-built rental supply to the Town Centre, allowing more residents to live and work within the district.

2. The “Above-Grade” Design Shift

In early 2026, the City of Vancouver approved significant technical amendments for the neighborhood (CD-1 566/567). Due to the high water table near the Fraser River, underground parking has become technically difficult and prohibitively expensive.

The 2026 Solution: Newer buildings on Parcels 19.1, 33/34, and 35/36 will now feature above-grade parking podiums. To maintain the neighborhood’s beauty, these parking levels are “wrapped” in retail shops or townhomes, ensuring a vibrant street-level experience while making the buildings flood-resilient.

3. What’s Next: The Evolution of Area 3

Area 3 is the “Eastern Gateway” toward Boundary Road and represents the final major phase of the River District. The 2026 roadmap includes:

  • Increased Heights: To accommodate more housing and the new parking designs, heights have been increased. Most notably, Parcels 33/34 have seen an increase from 23 to 34 storeys (80 meters).
  • Dedicated Social Housing (Parcel 30): To speed up the delivery of affordable units, the social housing obligation was transferred to a stand-alone site on Parcel 30. The latest 2026 plans feature a 6-storey building dedicated entirely to social housing.
  • The “Ardea” Reassessment: Following the project’s cancellation last year due to construction costs, the site is being reassessed. Expect a new application later this year that likely aligns with the neighborhood’s shift toward higher density and rental viability.

4. The Civic Heart: Community Centre (Parcel 31)

The question every resident asks: “When is the community centre coming?”

As of February 2026, the project is finally moving toward a break-ground date. The design has been refined into a 40,000 sq. ft. facility over three levels, plus a rooftop:

  • Levels 1 & 2: Gymnasium, fitness centre, art rooms, and a small branch of the Vancouver Public Library.
  • Level 3 & Rooftop: A 10,000 sq. ft. childcare facility for 74 children with outdoor play space.

Timeline: Wesgroup and the City are targeting a completion date in late 2027.
